These Estimates included £7000 on account of a Grant for which services £420 and other expenses appear to have been incurred in 1858; but even adding this sum to the Expenditures of £54,272 omitting fractions, the Expenditure estimated at £63,600 would be £58,272
which compared with Revenue estimated at £49,600, but producing £61,795, would leave a surplus of £3523 instead of a deficiency of £15,000.
Under the circumstances above stated, it appears that this Subject should have been specially submitted for the consideration and directions of Her Majesty's Government before adopting the Course of drawing money from the Treasury Chest. We beg leave to submit the enclosed Statement of Revenue and Expenditure and liabilities of the Colony at the commencement and at the end of the year 1858, without the detailed examination of the Accounts.
